The kid will let you know. Some I've dealt with did fine under 2, others who are forced into potty training too early can have serious problems for years. I suggest pull ups to potty train, and definitely use a reward system for having them get used to sitting on the old toilet.

Mimes are really an abundant species, so I wouldn't worry too much about culling the herd. Who will miss them anyway?

The seals are of more concern, because their numbers are dwindling in the wild. If you need them for sustenance, I would say go for it. If you just want their pelts, go buy a fake fur coat and leave the poor pups alone.
