Call tech support, or go to the tech support website and get a repair order in asap. They will send you a "coffin" for the 360 and you will send it off to Texas for a refurbished one. You can expect to wait at least 3 weeks probably more.

Ride your horse to Damascus climbing the view points in between Masyaf and Damascus. Once you get to Damascus, blend with the scholars to get inside the city. Find the 1st view point in the city, then go to the bureau or do some other side mission.

you access the bureau through the roof. If you are being chased by guards it will be closed. Look for the roof that has a wooden grid like root with ivy. Just drop down into the opening.

yeah, what go said. Find a viewpoint first once you get inside the city. You'll be able to identify them by spotting the eagles circling the structure.

I think you have to complete at least 2 investigations before entering the bureau (pickpocket, informer, etc). You can randomly stumble across them, or you can find the viewpoints and then they show up on your map.
