I didn't think it was right from the start. If a player is under contract and is debating about retirement his mind needs to be made up by training camp, if not sit out for the season with no pay or no fine.
Not only do I agree with this statement but I'd like to add that, although Pronger was officially the captain of the team, it seems apparent that Scott was a leader on the team and his absence very obviously affected the team.
As the Ducks captain, to pull that kind of stunt is unacceptable, for any reason, and he deserves any applicable fine in the rule book. Maybe they can add a "Burke Rule" in to prevent this nonsense.

Notice how fast they were to implement 'the Avery rule'?
It's so obvious that not all are created equal in the NHL.
Scott N chose to be fined 500,000. His choice and he was made aware by the ducks and the nhlpa. Now this is Burke helping Scott N trying to weasel out of paying the fine.
