Enforcer Raitis Ivanans is a true heavyweight and the one source of muscle on a team of pacifists (the Kings ranked 29th in the league with 22 fighting majors).
So TSN likes to rank fighting majors from most (being the best) to least (being the worst)? Do they want more fighting? It seems like the NHL threw in that "3 strikes (Instigator penalties)" rule to limit the fighting. I know not all fights get an instigator penalty thrown in, but it sounds like the NHL wanted to stray away from the old days of fighting for the hell of it.

No, it's got nothing to do with TSN. The team with the most fighting majors "leads the league" because, well, they have the most.

Phiadelphia - 29th place. => in playoffs now.
Washington - 25th place. => in playoffs now.
They make that statement because... well, it's true.
Sure, Washington has been rebuilding for a while and Philadelphia got the rewards of Forsberg, but the fact is... they sucked last year and now they're playing in April.
