YouTube has a choice - they can choose to take down the content in its entirety. Instead, they choose to work with the content owners and allow content to remain with advertising - and shared revenues - rather than taking it down.
I have given multiple reasons why it is a completely rational decision. You may not agree with it, but it is a rational, well thought out decision by a rights-holder doing what it thinks is best to preserve its rights. Rather than taking the extreme approach of taking the content down entirely (which would also be within its rights but would trigger a backlash among its core fan base), the NHL took a hybrid, compromise approach and is allowing content to remain where it is viewable by fans in its largest markets. It sucks for international fans, but it is a perfectly rational decision.
