It is a safety issue. They have handed out shirts in section 302 a couple of times but only to the aisle seats for the same reason. People get stupid for a $8 shirt.
Sure, just not enough of it. Your problem is that you haven't turned yourself into a business enterprise large enough to drop $150 per game for a pair of lower-bowl seats (that you can then give away to your "employee of the week" who has no interest in hockey). What's wrong with you?

Since NHL clubs are introducing (yet) another (3rd?) jersey design next year, it's clear that they're not afraid of anything, least of all any backlash from fans who are tired of being treated like ATM machines.

That's exactly it. They're not allowed to shoot them up there, and I wouldn't be surprised if someone would eventually fall over if they did shoot them up there. People go crazy over a shirt that probably won't make it past a couple washes.
The 300's got a BOATLOAD of stuff on fan appreciation day. TONS more than the 100's or 200's. If you want a t-shirt badly enough just walk down to the 100's before the game ends and wait for one of the players to throw you one.
