You can have double citizenship and in this case you can represent either country. Why would he have to chose USA over Canada or why would he have to chose Canada over USA?
You return one of the citizenships if you have three of them in most cases. For instance Merlene Ottey returned American citizenship before she could get Slovenian. She has always represented Jamaica, never USA. So called sport citizenships are especially different as in many countries and in many sports you get one automatically if you say "yes". For instance a football player in Belgium gets Belgian citizenship after two years of playing, a football player in Poland gets Polish citizenship after three years of playing, a football player in England gets UK citizenship after 5 years of playing, a football player in Greece gets Greek citizenship after 10 years of playing etc. None of these countries expect that the player is going to represent their country in that particular sport.
When a country gives a citizenship to a guy like Luc, this is a two-way honor. It's an honor for Luc to get the citizenship of the country he lives in for the most of his life and it's an honor for USA to have such a respected citizen.
This is how these things work and i hope I've explained a bit what terms "citizenship" and especially "double citizenship" mean. Not to mention "sport related double citizenships"
