If they showed the Balls going out of the Hopper no one would have knew anyway who the hell won. It would have been useless. At least announcing it like that was 10x better than what they have done before.
I don't know how you can say it was rigged when you have no clue what numbers match what teams to begin with.
They loosely mimicked the NBA draft lottery format.
I agree, very odd. What if a team outside the top 5 had won and gotten into the top 5 picks? It would have killed the already-manufactured suspense of 1st overall.

I saw Luc there and one of the commentators was even staring at Luc when he opened the 1st envelope and I thought the Kings won first overall to draft Stamkos, but then I see the Lightning symbol. And that commentator said Lucky Luc ain't so lucky today

There are 14 Balls in the hopper. They pick 4 balls. That combination wins the Lottery
With all of the combinations there are 1001 different possibilities. They use 1000 combinations and if the .01% chance that certain combo comes out is automatically invalid.
So Tampa Bay has 250 Combinations where LA had 188 Combinations to win the lottery.
So if 1 5 8 12 came out whoever had those numbers won.
