What the hell does it matter who I had pegged for last years draft? It's this year that we have a very telling quote from the GM on the issue which as you said "would certainly INDICATE that he wouldbe likely to draft Doughty".
Is there any reason to disbelieve that indication?

Nothing was muddied. What he said was that if you have two players at the same level, he would be more likely to go with the player who plays the position that has a bigger impact on winning or losing.

Or was he just being clever on the hope that with the top pick in the draft, Tampa Bay selects Doughty to make up for the impending loss of Boyle - They already have Richards, Vinny and St Louis - Why do they need Stamkos?

Precisely why I don't think he was talking about Stamkos/Doughty.
"Gee, I can't tell you which guy I'd pick but I'd take a defenseman over a forward, hint hint, wink wink, nudge nudge..."
C'mon.
Lombardi has spouted this same, nearly verbatim, draft philosophy repeatedly. He practically repeats himself in the same radio interview during a different answer. This was a canned answer given instead of a real answer, which he said up front he can't give.
