The analog output works just fine to the new flat-panel monitor, but the DVI output only works through the initial XP splash screen, then the monitor goes into power save mode.
I've looked through the graphics card options for a toggle to turn the DVI output ON, but I'm not finding anything.
Any ideas?

You also might want to check to see if you are getting any signal out from the the DVI port on your graphics card. If you have a DVI to S/VGA adapter
plug it into the DVI port and use your Serial cable to connect between the monitor and graphics card.
I had a similar situation only I wasn't getting any picture I thought that my computer was taking a dive and for some reason I changed DVI cables and my picture came back. Suggestion: check with a different DVI cable before you try anything more drastic.

Now, the monitor's optimum resolution is 1920x1200, but when I select that option the monitor only displays about 2/3 of the image (i.e. I have to scroll the screen with the mouse pointer to get it to show the remaining 1/3).
How do I fix this?

Do you have an NVidia icon in your system tray? If so right click on it and go to "NVIDIA Control Panel." Under "Video & Television" left click on "Resize HDTV Desktop." This should solve your problem.

Update the monitor drivers. (If it has drivers. Check the monitor website to find out)
The FX 5200s may have a problem running at 1920x1280. Some of the linux reviews I read stated that there were display issues like what you are describing under linux with the FX 5200s.

I was thinking that very thing about the FX5200. Perhaps its time to upgrade the wife's vid card? Shouldn't be too expensive to head to Fry's and find a replacement AGP card.

You didn't just say Fry's and replace vid card in the same sentence did you? Last place i would buy parts that important for a computer is Fry's.
On the subject of video cards, I ran into an interesting problem the other day. I got a new computer with a Blu-Ray drive and Nvidia Quadro FX 1700 card. The card and the computer exceed all the Blu-Ray specs, however when I tried to play a commercial BD disc, the movie played for about 10 seconds and quit and I got a rights violation error message. Took me a little while to figure out the problem. I didn't realize that the new BD copy protection scheme requires that your monitor have something called "HDCP" authentication if you want to play a protected Blu-Ray movie through the DVI connection. If your monitor does not have HDCP, then you either have to get a new monitor or switch to an analog VGA connection. Neither is very desirable, especially when you have a relatively new 24" LCD monitor.
