Not really making a conservative case, since he acknowledges that Obama is in no way a conservative. Rather, this is one conservative who is fed-up with the current crop of Repubs who call themselves conservatives.
Not exactly too confident in his endorsement, though.

That's a pretty ringing endorsement, considering it's coming from the formal publisher of the National Review.
