Thanks jbruin, the NYT quoted his 2004 statement after reporting that he had "revisited" the issue today making additional comments.

The use of the ellipses before and after the quoted phrase indicates that the quoted phrase is taken from a longer comment and alerts readers to check for the complete phrase and context. Quoting the part I did was meant to highlight the ridiculousness of BUSH JR. offering ANYBODY else, especially kids, a cautionary tale about sending messages that there are "shortcuts to accomplishment." Mr. Unintentional Irony is also Mr. Silver Spoon-fed Shortcuts to Accomplishment.

I know what the ellipses are used for, I was just making a point that you left out part of the quote and somewhat changed Bush's statement.
