Anyone who fails to recognize this is either being dishonest with themselves or, as in the case of those who voted for him in 2004, naive, cruel, or stupid.
The talks with Libya began during the Clinton administration and included a plan that outlined exactly what Libya could expect as it fulfilled U.S. demands.

I'd applaud his fiscal efforts in Africa if it wasn't for two things;
It's predominately money and food aid. This is nice. That said, stop relying on NGO's to put their boots on the ground and actually offer assistance.
A secure northern/central Africa contributes to stability within the Islamic community. Terrorism is pretty easy to foster amongst discontent Islamic Darfurians. 65% of Darfurians are Muslim. Draw your own conclusions.
Congress required that the PEPFAR money should be divided in the following way:
55% for the treatment of individuals with HIV/AIDS (and in FYs 2006 through 2008, 75% of this is to be spent on the purchase and distribution of antiretroviral drugs)
15% for the palliative care of individuals with HIV/AIDS 20% for HIV/AIDS prevention (of which at least 33% is to be spent on abstinence until marriage programmes)
10% for helping orphans and vulnerable children (and in FYs 2006 through 2008, at least 50% (of the 10%) is to be provided through non-profit, non-governmental organisations, including faith-based organisations, that implement programmes at the community level).
You'll notice that breaks down to about 6% of the total amount of funding. That also means that about 12% of the funding goes to other measures.
But, discount this entirely just because a UN guy who's country donated 1/20th of what the US did says something.

Hmm... gimme a specific subject and ill add it to my list.
Unfortunately, between a pissed off congress and 9/11 it all got derailed. He had a decent education plan that got gutted by congress. Tax cuts were a good idea had it not been for his stupid war that drove the debt back up. If you look at it all now, its all junk. Like I said, 9/11 happened and they all went insane. Congress included.
